MISSION STATEMENT
ZAPU’S mission is, together with the people of Zimbabwe, to develop a democratic state.
VISION
ZAPU’S vision is a democratic state; a state that respects, promotes and protects all human rights (economic, social, cultural, civil and political) without distinction of any kind such as race, ethnicity, language, sex, religion, political or other opinion. In short, it is a state that promotes justice and human well-being. It is a state whose citizens are equal in terms of human rights and responsibilities and are the owners of the state, as well as its supreme authority.
KEY PRINCIPLES
For it to achieve the foregoing, ZAPU structures shall be Simple, Effective, Flexible and Manageable. They shall depend at most, on the prevailing situation.
ORGANISATION
Unit. The smallest component in the party structure shall be a unit consisting of 50 members of the party. They shall be led and administered by a committee comprising the Chairperson and Deputy, Secretary and Deputy, Treasurer and Deputy, Organising Secretary and three committee members.
The Branch. In each ward 3 or more units shall form a branch, whose leadership shall come from the units. The Branch Executive Committee ( B.E.C. ) shall consist of 13 (thirteen) members as specified in the constitution and these are:

The District. The district shall comprise of all the branches in the current administrative district of the country or under the parliamentary constituencies in case of urban provinces. The district executive committee shall comprise of 13 posts as in the branch structure.

The Province. The number of districts in a province shall conform to the administrative structures of that particular province. The structures in urban areas shall differ from rural areas due to differences in concentrated and sparse population areas. Provinces shall conform to Constituency demarcations.
ZAPU upholds and promotes gender balance and shall ensure that the provincial committees, large as they are naturally, include men, women and the youth. At province, the committee shall comprise of 16 posts due to the increased responsibility at this level which will entail the addition of Information, Publicity and Marketing; Legal Affairs; and Culture, Spiritual and Traditional Affairs Secretaries to our leadership at provincial level.
The National Executive Committee (N.E.C.). The National Executive Committee is the main administrative organ of the Party and its operations shall be directed by Congress. NEC shall comprise of 20 posts headed by the Presidency.
The Advisory Committee (A.C.). The Presidency shall have an advisory committee who when appropriate will advise the Presidency on their observations on the functioning of the party.
Council of Elders (C.O.E.). Every Party structure - from National to Branch Level - shall have 10 members of the Council of Elders, whose main role shall be to provide advice and guidance, conduct and supervise elections and to be responsible for disciplinary matters.
National People’s Council (N.P.C.). This body, elected at the National People’s Congress of the Party, shall act as the decision-making body in-between Party Congresses. It is comprised of 10 members from each Province, the NEC and the national Council of Elders (N.C.E.). At province level, the 10 NPC members work with the districts which elected them.
People’s Congress (P.C.). The National Congress is the Party’s supreme decision-making body at which only elected delegates from the Party’s structures are allowed to vote.
