The main objective of economic and social development is to realise economic and social rights, such as the right to an adequate standard of living and continuous improvement of living conditions, the rights to work, social security, education and the highest attainable standard of physical and mental health. It must be pointed out that violation of economic and social rights usually leads to the violation of civil and political rights. For example, the violation of economic and social rights (e.g. the right to an adequate standard of living and the right to work) which started with the introduction of Economic Structural Adjustment Programme (ESAP) in 1991 led to the present violation of civil and political rights (e.g. freedoms from fear, arbitrary arrest and detention).

The key strategies for economic and social development programme include human resources development, technology development, industrialization of the economy, development of domestic private sector, rural development, and development of tourism and mining sectors.
