- Comrade Bishop MaCrea Chigwereve was moved to the newly formed Secretariat for Lands as its Secretary;
- Comrade Happie Mariri took over the position of Secretary for International Affairs;
- Comrade Ocean Mlaga took up the position of Secretary for Education which has been dis-linked from Health and Welfare. Dr Themba Ndebele retained the Secretariat for Health and Welfare.
